If the cultural event is open to the public, then your attendance is not disrespectful in and of itself. What gets to be disrespectful is when you show up acting like a weeaboo, engaging in cultural appropriation, treating people of that culture like you are at the zoo, etc.
If the embassy is hosting events in your city meant, then please do try to attend if you can as they tend to be cultural education events, just be respectful and you won’t come across as being invasive.
